Does this seem like a Ebay fraud?

I put a Used iPod Touch on ebay starting at $100 and I get this message:

Hello,Am donald Williams.i really love to purchase you item ..I can offer you $250 for this Item and $50 postage to my cousin schooling abroad
I will be paying via Paypal which is 100% secure and safe for the both of us whereby after i submit the payment you will receive a Confirmation mail from paypal confirming my payment then you get the item ship and reply paypal with the shipment tracking number then the funds will be transferred into your account, however the money will be deducted from my account ALREADY and it will be deposited with paypal till they receive the shipment tracking number…This is a security on my account and i have been using it securely for the past few years back now as you can see my feedbacks,reply me with your PAYPAL EMAIL ADDRESS NOW so that i can process the payment now!
P.S i need the Item very urgent as a birthday gift so i need a FAST SALE…can’t wait till listing ends!

I totally think it’s fake even after looking at his feedback (http://myworld.ebay.com/hdh02). But if he sent me the money in paypal and I transferred it to my bank then sent him the iPod Touch could I still get scammed?

    Yes.. don’t fall into these long confusing predicaments. This is totally a scam. It would be an easy transaction for you that all you would have to do would be to get the money then send him the item but he is involving you “replying paypal” which basically is going to get your account number and he can scam you like that. Don’t do it!

    Always follow the rules.Never submit to the con for early shipment.Yes Fraud is what it is.

    It sounds as if you did not put a “Buy it now” amount and this scammer is offering you more if you will mail it somewhere other than to him-which would not be a protected transaction on Ebay. He could always claim non-receipt of item and Pay Pal would yank your funds and/or freeze your account while investigating. Always be careful of suspicious emails and run don’t walk away from this transaction.

    Of course its a scam. Offering you more than what you would realistically get is a sure sign.

    What everyone else has not mentioned is that PayPal does not work that way. He sends the money and you get the money. PayPal does not hold the money until he gets a shipping confirmation. To say that they do is an outright lie designed to get you to ship the item without being paid. You will never get the money, so you won’t be able to transfer it to your bank account.
