When trying to log into a new site that I have suscribed to I am rejected and asked to send my username and password in an unsecure manner (basic authentication without a secure connection). is there some setting in my computer that will allow me to do this.

    That is weird, but if you are connecting via ADSL at home, it could be your router firewall blocking some returned traffic and in such failing you.
    Also, If you are using VPN to another site to use their connection out to the web, this could be blocked.
    Otherwise, I would contact that website and see what do they really mean by this, an unsecured or secure connection is usually defined by their page on the web. Being on a secure web page would give you a LOCK sign on your browser to say that your information is safe from being hacked.
    Make sure you have your browser cookies enabled as lots of websites use these when you login to them
