    You can’t. Even if the thief has no keys, he could break into the box. Valuables can be sent by registered mail, in which the postal service takes extra precautions against theft.

    You use PGP to create public and private keys on both ends. Then use a public key server to upload the public key. Then you secure the item using your private key AND the public key of the intended recipient.
